I got a deal. The person claimed he's from US.

Just curious. Is it possible that someone in Rusia, for example, can pretend that he comes from US?

I know one way is to use proxy. What are the other ways?

Is there a paid service/software that can make your IP look american, british, etc.

Any help?

VPN services are the most common way to get around localistation of IP addresses.

For example, if you live in France and dialled into a UK VPN service provider, you would then have a UK IP address and you can access BBC iPlayer for example.

Generally these are paid for services and cost a few pounds per month.
