Creating Master Page when new pages added

I am trying to set up a multi-page site and have a basic master page with a heading to copy through to each of my pages.

When I get the page editor (the place where you can add buttons and edit buttons) I make all my changes so that I have the page titles I require and edit the .html for each of them so they are relevant. I then click next and this takes me to edit master page. I do my master page, save it, but when I click through my menu/pages only the 'home' page (index.html) is the same. None of the .html pages I have created copy the master page. Surely if I can add my own pages, then I can link them to my master page?
