Adding New E Mail User

I'm trying to set up another e-mail address, i'm using 3 out of the 10 allowed, I'm going onto Manage Services , E Mail Summary then Add New User and then it says Please Wait and then nothing, i've been trying on/off for 2 weeks now ????

After reading down the threads I used internet exporer without add ons and it let me add another email, before I was using google chrome.
