LCR removal from phone system

Hi. Hoping someone can clarify something for me. We have a Samsung telephone system and have had our calls through Eurotel. We're moving to BT on Thursday and I've just been told by our current supplier that they will need to come in to reprogramme our phone system to remove the LCR. To do this they are going to charge us £245 plus VAT. All seems a bit of a rip off to me.

They say that if we don't do this we will continue to receive bills from them on top of bills from BT.

Can anyone advise if this is correct? Surely if you change supplier your old supplied can't still bill you even if the LCR isn't removed? Is this something BT should be doing and not Eurotel?

I'm not at all technically in the know so please any response can you keep it as jargon free as possible!?
