Smarthub 3 not seeing MAC address

I have added a smart electric meter to my network, with MAC address 00:19:3D:0D:63:63.

I can see the device on my ARP table, and on Advanced IP Scanner. but the Hub denies its existence. I want to set a fixed IP address for it in the hub, but without being able to see it the only way I can do it is to restrict the range of DHCP allocation and put it in the area not available for DCHP. This works but is less than ideal as I cannot see it on the Hub Manager My Network Devices List.

Is this a Hive device? Or a different type of electric smart meter?
