Entire area has openreach/fibre boxes installed, but our cabinet will not be upgraded?!

I'm a little taken aback by what appears to be our complete inability to get infinity/fibre broadband despite the exchange being upgraded a good 18 months ago. In addition to this, there isnt a week goes by that there isnt an Openreach van within a stones throw, doing some upgrade work, and within a few hundred metres of my house there are numerous new green cabinets with 'superfast broadband is here' stickers on them.

Obviously i understand that is half the story, and our individial cabinets need to be upgraded, but checking using the following url http://fttc-check.alc.im/results.php?postcode=SL57QW showed there was no plans to upgrade our cabinet.

 

An email to the nga.enquiries@openreach.co.uk got the following response :

 

Thank you for your communication about the availability of Fibre Broadband at CAB 36. I am sorry to inform you that the upgrade of the CAB at this time falls outside of our current upgrade footprint.

Therefore, at this time, we cannot give any assurance that your cabinet will be upgraded.

 

What i can't really understand is that exchanges have been upgraded, as have cabinets in the local area, and we literally are situated right behind a hospital - So who exactly is getting access to fibre products? Do hospitals and businesses get connected to different cabinets? Is it possible for other businesses and individuals to get connected to these as well?

 

It's a little strange as our own cabinet is seemingly situated about 500-1000m away, although a short walk 100-200m away from where we are we can see all these new cabinets.

It would be great to get an idea of our options for this elusive product that we continually have our road dug up to support.
