FeatureLine and PBX issue (Line Voltages?)

I have a Multiline setup with 3 voice lines, running FeatureLine.

When these lines are connected to a 3rd party PBX system, lines 2 and 3 and fine, everything is perfect. However Line 1 doesn't work properly. I have swapped all cables and everything and the fault follows line 1.

I have checked the voltages on the lines with the following results:

When the line is idle.

Line 1 VOLTAGE : 0 Volts
Line 2 VOLTAGE : 49 Volts
Line 3 VOLTAGE : 52 Volts

The following three are when a call is placed.

Line 1 VOLTAGE : 1 Volts
Line 2 VOLTAGE : 7 Volts
Line 3 VOLTAGE : 7 Volts

My Hardware manufactuer tells me this appears to be a fault with Line 1.

I have talked to a guy at BT Busniess Support, but I believe he really didnt understand what I was talking about, and I felt it too rude to ask for someone else to talk to! He said the lines were all reporting fine and that there was nothing he could do.

I cannot make calls using the 3rd Party PBX system on Line 1, however I can using Lines 2 and 3. I can also receive calls to lines 2 and 3 but NOT line 1 through the 3rd party PBX.

Does this look like a line fault, especially with the VERY different line voltages. When you pick up the BT DECT on Line 1 you hear the wierd tone to tell you, you have messages, but would this make the signally different on the lines? BT uses Kewlstart signalling, is this the same on all mutliline/featureline/featureline compact etc.

Please, any information would be greatly received.
