Incorrect billing for 18 months

Way back in November 15, I was called by my local business team and asked if I would like the Essential call package adding to my account, which I agreed to and have the digital signature. I emailed them in January 16 advising that I was being charged for my calls. I never had a response.   I was called again in November 16 by the same team to ask if I would like the Essential call package adding to my account. i advised that I already had it and that I was being charged for it and also for my calls. I was told that it hadn't been applied correctly and could I re-sign, which I did. Since then, I am still being charged for the package and all my calls and have emaiiled the team constantly since 23 January and being told that it is being looked into and now they are not responding at all to me at all. I am about to contact OFCOM but wondered whether there was a better way of getting this sorted out?
