Intermittent slow access to Web Pages

The max speed we have ever been able to achieve is about 3Mb although the Hub shows about 5Mb.
I have just run http://speedtest.btwholesale.com/ and the speed showed 1.4Mbps and then rerun 3.5Mbps ping 66ms.
Our server is running Windows Server 2011
Can anyone suggest anyway I can monitor what may be causing the problem and also comment on the data below. In Particular the Corrected and Uncorrect block counts - do these indixcate anything. This is data collected over a bit more than 24 hours.

Hi there Datum,
Can you tell me what happens when you let a page load and then press [ctrl]+[F5] ?
Can you also tell me what your ping time is please?
You can get this by running a speed test, however the best way to do this is through the Command Prompt/ terminal
IN Windows
- Click Start
- Click the search button/bar
- Type "CMD" then enter
- Then type "ipconfig"
- Look for the number next to "Default Gateway", please take a note of this
- Then type "ping -n 25 www.google.co.uk"
- Take a note of the ping time in the "ping statistics" at the bottom of the page - we expect this to be between ~ 30 - 80
- Then type "ping -n 25 *default gateway*" - replace *default gateway with the number you took a note of earlier, we expect this to be around 1-15 on a wired connection
In Mac
- Close or minimise all open windows
- Click on the "Apple" icon
- Click on "System Preferences"
- Take a note of the number next to "Router" on your active (green) connection
- Bring up the finder (blue and white face icon)
- Then click Applications
- Then "Utilities"
- Then "Network Utility"
- Then "Ping"
- Then type "www.google.co.uk" into the network address box
- Choose "Send only __ Packets" and type 25
- Click the "Ping" button
- Take a note of ping time from the "Ping Statistics" Section at the bottom of the page - we expect this to be between ~30-80
- Repeat steps 10-13 only type the "router" address you took a note of earlier rather than www.google.co.uk - we expect the ping time on this, on a wired connection, to be around 1-15.
It is also worth while pinging the IP address of google .co.uk to see if your DNS server is at issue, as soon as you ping google your computer and show you this. Its then just a case of replacing www.google.co.uk with the IP.
An example of this would be
--- PING www.google.co.uk (74.125.143.94) 56(84) bytes of data. ---
64 bytes from 74.125.143.94: icmp_seq=1 ttl=46 time=41.7 ms
Then just substitute 74.125.143.94
If you are noticing a high ping time to google but not to the default gateway/router contact us
If you are noticing a high ping time to both then there is an issue in your internal network
If the router/default gateway is ok, the IP is ok, but the web address is high then we have an issue with the DNS server and need to change that.
Its also worth while clearing any and al proxy settings in your browser.
