The domain amsprd0710.outlook.com where the on-line outlook is hosted is, of cause, registered to Microsoft and the IP address of the server hosting that domain is 157.56.249.86

Both place the server on the US west coast so it is reasonable to assume that is the case.

Actually from what I know there are are three main server locations for Office 365, covering the Americas, Europe and the East. There may be be more than that, but it was a while ago.
As such I believe that the server for the EU is actually located within the EU, and so there wouldn't be any legal confusion. In any case I suspect that a server in one country that provides a service in another may actually be covered by both, although I'm no legal expert and it probably wouldn't be a straightforward case.
