Currently have ADSL2 Aprrox 20mps / 0.85mps
I am running BitTorrent Sync to backup a folder using port 56272
The upload speed bounces between 0.2Kb/s & 20Kb/s
Up until recently this used to stay at a steady 50Kp/s +/- a few Kb
Is the port being throttled?

We would not throttle traffic to any port or site.
More than likely the issue that you are having is that the remote site you send to is getting more traffic that usually and using up al of its bandwidth.
A similar issue is that you could have very high speeds and attempt to watch a youtube video which loads slowly, its not your connection that's slow but the connection to that webpage that's slow, this is limited by how much bandwidth that server has.

Just tested it with a different connection and am getting 400kps.
Which kind of disproves your theory.
