I'm looking for a new web host which runs mysql, allows the user to configure php.ini settings, allows access to htaccess, offers secure file storage outside of the webroot for config files, can work with a 3rd party Content Delivery Network, and most importantly, will not limit the upload and serving of very large video files.
My existing ISP sets too many restrictions in the php.ini set-up. I recently moved to BT Infinty to give me better upload performance on the network. Do you think the BT Professional web hosting package is right for me?
I have tried asking BT directly, but their online people seem too salesy and not technical enough to make me feel confident that I won't be facing the same problems as I have with my existing ISP. (Sorry BT people. I know that's unfair on many of you technical people. I just haven't been lucky enough to bump into any of you online yet)

No web hosting provider will allow you to edit the php.ini settings on a shared server,
it's like putting a fox into the hen-house lol!
It's off limits for a reason because changes affect every site on the server not just your domain, get things really wrong in the settings and imagine several thousand webmasters demanding downtime compensation from you! There's also several risks to server security and the domains contained within as you should well know.
Sounds like you need your own VPS (virtual private server) or dedicated server then you can do all that you want isolated from other users, the downside of course this will cost way more than a regular hosting account.
Alternatively you could run a web server from home on your domestic broadband line though it's not an ideal solution as upstream data speeds from the server to web generally suck rather badly no matter who your ISP is but nevertheless it would work. Then if your site begins to generate a profit moving up to a dedicated or VPS becomes a more viable scenario.
