Bt openreach have put a block on new busines lines for incoming and outbound calls

I have taken over a previous tenants lines which he didn't pay and Bt have put a block on the line. This has nothing to do with me and I can't make or receives any calls. It's not a billing issue coz it's a new account. I have spoken to the faults team and they have put a request through for the reconnection of the WLR3 line whatever that's mean.
Anybody have ideas what I can do fix this issue coz I can't print menus and change shop sign until this Fixed.
