Call divert how do you sort problem?

We closed a BT line and ordered a divert for 3 months as suggested by BT. However then discovered they never activated when a client asked if I had shut down !! All efforts to call and sort this out have failed. Been to every dept and can't get a straight answer out of anyone. They promised to call back but never did. How do you get through to someone who might help...this is urgent .
