Fibre to premises

It looks like my new office already has fibre bulled and an access point (see photo) 

How do I find out weath this can be enabled?

Looking at that image that looks like a termination point for a leased line/private circuit, private network, internet or a point to point link.

It is not for a normal fibre to the premises line.
