Google timestamps its records like this example pulled at random from Google's web cache.
"It is a snapshot of the page as it appeared on 22 May 2012 09:31:59 GMT" so Google knows who published what and roughly when an article was first published by a web site.
How often Google decides to re-index a site depends upon the content and how often it changes. At first they start once per week, then if new things are found they comeback daily and even hourly if lots is happening. But if nothing has changed they visit less often maybe once per month or even once per year. So if you make changes remember to resubmit your sitemap and learn to read your server logs or websaite analytics!
