Move to a new Exchange

Hello,
I work on a helpdesk and have been in contact with a colleague who is having broadband speed issues. I have used samknows.com to map from his house to his exchange, and the line length is in the region of 2.5 Km. However, I notice that he has an exchange approx 300m away.
So, obviously, I would like to have his number moved to this nearer exchange. Is this feasible? What would the costs be? If it is not possible, can a new line be installed on the understanding that it terminates at the closest exchange?
Thanks.

Very unlikely ...
Where do the cable that exit the exchange run? Do they serve cabinets near to the premises?

As an ex BT engineer the only time I've heard of this is when a pre-built exchange is installed to serve a new housing estate. If this is the case the cables only serve the new houses.
