Office 2003 Send to Recipient Help

I want to send an Excel 2003 spreadsheet to an Outlook 2003 email, not as an attachment, but embedded into the email.

When I click the option, it says "excel could not start the email program".

Outlook opens fine on its own, and I can send as an attachment.

I get a similar message from Word as well.

I have installed Office 2003 SP3
