We had the same "commission system" problem. I think it happens if the Versatility system has been left unplugged for over about 6 months.
Couldn't find out how to commision it. As the phone system is vital to our company we decided to take out a maintenance contract. It's been worth it for the peace of mind - I spent ages trying to fix our previous system - only to get the blame for a big order getting cancelled .
BT are the only people I know of that can remotely program the Versatility.
