Removing a static IP

How can I get my fixed IP address removed from my broadband connection and are there any additional records that BT hold that would affect a change in provider?
My reason for asking is due to several possible issues and not an immediate need to move accounts:
1)I make no use of the fixed IP so it is an unnecessary expense.
2)When uploading documents to websites the process frequently fails [a possible configuration conflict at BT]
3)Since July [broadband upgrade] my connection is frequently disconnected, there are no on-site issues and no on-site configuration changes have been made so they cannot be contributing to the disconnections.
I want to remove the fixed IP and associated cost then if the problem persists apply to have a new account built to eliminate legacy issues on the BT network.
