VPN Problem blocking large UDP packets

Hi, I am seeing a problem that is stopping VPN (IKEv2) from out BT Infinity via a BH 5 to our leased line. Looking at the logs on the client and server, the client (Microsoft VPN) is starting the conversation, and all is good untill the point that the server send the client a copy of the server certificate. This creates at UDP packet (port 4500) thats 1700 bytes long. This packet doesnt get to the client. It looks like something is blocking larger UDP packets.
Other clients (Android/IOS) have the ability to fragment IKEv2 packets and dont see the problem as they break the cert sending packet into smaller chunks and that does get through.
I have seen similar reports (or could be similar) on the home forums, and BT support said there was a hardware setting they could try, but that doesnt seem to have had any effect.
Has anyone seen something similar, and if so did they find a fix?
