can't the form button to work on design wizard

it says drag and click and nothing  gets dragged, this is using the design wizard tools.

is there something I am missing?

no you're not missing anything! Try dragging from near the item you want to pull in, not the item itself, imagine a box round it and click somewhere in that.

Sometimes it drags part way and you'll need to repeat.
