jQuery or Flash can be used to make better looking pages but  are slower to load so bad for fine tuning the SEO.

Search engines particulary Google are looking for Unique, Interesting & Relevent content, without these it does not matter how nice the page looks, how correct the internal code is or how fast the page loads the website will always rank badly.
