very very very slow broadband speed

I'm not complaining about the broadband speed as I knew I was about 3 miles from the exchange in a small village I get about 0.48mbps download speed and my upload speed in 17mbps with a wireless connection so you can see that this is very poor. My query is can anyone tell me if and when the exchange will be upgraded to hopefully give us a faster service. I live in a village outside Duns in the Scottish Borders Berwickshire.

The reason this site is better than the normal checkers is because you can check the data on the exchange, which may have dates not included on the normal one.
