How does the scheme work and when it said covered up to, i guess that it can go over that amount and would i be charge etc??? 3 & 5 years contract?? any penalty fee etc???

I have just given one of our BTLB specialist teams a call and enquired about this for you. They confirmed that whenever you are after a leased line, especially when its one that you require quite high speeds on - as you mentioned a 10Gb line - that an index survey is done by Openreach to work out the potential cost of the router. They did confirm that the value they will cover the costs up to would be £2800 as you mentioned, and anything outwith that would be on the customer to fund.
The agent I spoke to did mention that in most instances the costs would not exceed £2800, but the higher the speed on the line you require then the more specialist the install will be and the more chance you would have of going over that £2800.
As I mentioned in another reply, I know you have already spoken to BTLB but if you wish for me to get you a callback from their side from a team dealing with leased lines I can certainly facilitate that for you.
