Delivering to Different Postcodes

I am struggling to set up delivery options for my products which are delivered on pallets. Different products are sized differently this means that we have different quantities for each product/pallet.
Our current quantities per pallet are 225 pcs, 120 pcs and 90 pcs.
We delivery throughout the UK and the transport firm that we use has a tiered pricing structure based on the which postcode they are delivering to.
This is split into 6 zones, each with a spread of postcodes in each zone and a different pricing structure for each zone.
Typically we will deliver up to 4 pallets using this method.
Any ideas would be gratefully received as this is now driving me insane.
