File Permissions

I have several files on my domain pumptop.co.uk which i cannot access. These files have 0 permission and file manager/explorer is not able to change it. One of the files in question is pumptop.co.uk/public/register.php

Would anyone know why i cant change permissions for these files? and if there is anything i can do to resolve it?

When does this problem first occured? There is a possibility that you have changed something from settings for this issue.
