Inadequate broadband service and inadequate problem resolution

Having suffered months of inadequate and underperforming broadband performance coupled with inadequate fault resolution does anyone know how to get a complaint to the right person at BT. They are quick enough to remind customers when the bill is due, and quick enough to take money for inadequate service.
