The setup for multiple statics is not as you'd expect it to be. The router still needs to be on dhcp on the WAN side to obtain a peer address. The gateway address you've been given needs to go in the section entitled "Public Routed Sub-Interface". This can be found in Local Network>Advanced Settings. This function enables the router to use a public network of no-nat addresses using your statics. IPs in this range will not obtain the peer address.
 
The statics themselves are designed to be applied to devices behind the router. The easiest way to do this is via the "Edit Address Allocation" page on the router and allocate the statics using DHCP (this page is also in Local Network>Advanced Settings on the right-hand side). The 2700 recognises devices via mac address so using this page you can select a specific device, choose the top option in the first drop-down menu next to the device, then select which public static you want from the second drop-down and hit save.
 
Then its simply a case of rebooting or renewing the ip on the device and it'll pick up the public ip. Check www.whatismyip.com and you'll be able to see what ip you're receiving.
