windows pc with static ip cannot see xp machines on the network

Have a bt business hub BT 2700hgv  I have set up certain machines in my network with static ips given to me by bt  through the router.  My problem is with a machine running windows 7.  When it has the static ip address and I look at what machines it can see on the network all the pcs running win xp disappear.  It can see itself and the server running windows server 2008.  As soon as I remove the static ip address miraculously all machines on the network map suddenly appear.  I know I must be missing an obvious setting somewher but any idea where to start looking?  On some level there is a connection because even with the  static ip i can still open a mapped network drive that I had previously set up when the pc was set not to have a static ip address.
