Waiting for installation

Does anyone have any advice on how we can actually get a broadband and phone line installed. We applied in January 2023 and since then a succession of BT engineers have called and on every occasion they say they can do nothing as Openreach have not routed the line correctly. Each subsequent appointment sees another router and phone being delivered but the same message from the installer. 

Today I waited an hour for a webchat and eventually was told Openreach had cancelled the order after the first visit and had done nothing since. 

Is it too much to ask to get what we signed up for in January?

Openreach won't entertain a complaint as they say we should go to BT and BT say the problem is with Openreach. 

Who should we complain to, to get this escalated as no-one at BT or Openreach are interested.
