POP Disabled But Cannot Upgrade To Office 365

Like many others on here, I have a customer who has been running BT business email via POP and suddenly found they couldnt connect to their mailboxes in Outlook.

BT are asking us to upgrade to Office 365 but when I click on the link to do this through BT there is a 404 page after clicking on buy.

I went to setup a new Office 365 tenant and manage the domain and email myself today but it wont let me as I get a message saying this account is already associated with a Microsoft 365 account and cannot be used, please contact your administrator.

So effectively I'm going round in circles 

 

Any mods able to help please?
